Due to Covid 19 I took job back in Civil sector even though I have a masters degree in WRE. It's been almost 6 months of constant applying and rejection and still I'm nowhere close to a job in my dream branch which is the Water sector.Im hopeful that through this portal I may find an entry level position in water

It probably depends on the size of the agency, and whether they view you as more like a CCO (typically highest paid person) or a CSO / CTO (well compensated but less so than CCO.) At chief level in an agency, your total comp will have a decent annual bonus and long term incentive plan that could be equal to 50-100% of your base. Total comp could be anywhere in the range of $400-700k depending on all of those factors. Agency revenue growth over the long term is less predictable so look to the base and annual bonus. One final thought, you're setting up a practice so you want to be clear than the company is backing you with a real hiring budget and a real commitment from the CCO. You don't want to take a fancy title to present decks about why CX is important while your CFO tells you not to hire ahead of revenue and your CCO rolls their eyes when you talk about design and UX.
