When I was there the process was:
Step one, be promised a promotion within a year of hire
Step two, have two people hired and fired above you during that year
Step three, ask for the position you were promised
Step four, wait it out
Step five, quit and go somewhere with the title you want.

Agreed. Your best shot at a promotion is to leave, then get rehired at a higher level.
Raises are supposed to be twice a year (spring and fall) but they seem to be delayed more times than not.
Some of the agencies will do promotions without raises (or promote then promise a raise in the next pool).
Leaving or presenting an offer from another agencies seem to be the only way to pry money from Sir Martin.
Literally never. Some years they have one cycle. Other years they have two. Depends on how your agency is doing.

There’s two raise pools- one in January and one in July. Last time I heard the July one hasn’t even happened yet lol.
You can also get promoted if someone leaves or if you move onto a different account.

Echoes of the above. I went through this for years and saw many friends passed over countless times. In a good year, there's usually two raise pools per year. In a slow year the cycle could be pushed or skipped entirely.
Also beware thew promotion in title but not raise, or the similar, raise without promotion.
Best way to get a raise is to get a competitive offer and be willing to leave to take it, or get recruited to another office. International transfers offer opportunity for negotiation, but WPP tends not to negotiate with domestic transfers.
