Freezes usually get lifted at the end of the first quarter/beginning of the second. March/April are the best times to look for a gig.
Here’s how it goes:
Q1 Jan-Mar
Agencies are mostly trying to make good on their mistakes of the previous year. Over-spending. Inflated staffing plans. The layoffs in the beginning of Q4 leads to hiring freezes at the end of the quarter. So agencies are trying to trim budgets to keep clients. This continues in Q1 to keep clients happy.
Q2 Apr-Jun
Uh oh! We fired too many people. There’s too much work and not enough “bodies”. Agencies are usually their healthiest in this quarter to fill the vacant seats. They’ve gotten statements of work or new contracts signed so they’re flush with money. They can now beef up staff to service accounts properly. The lean days are over. For now.
Q3 Jul-Sept
Agencies are still healthy. Maybe realizing there aren’t enough people in their scope so they can hire even more. Also a good time for freelance because people are out on vacations. They’re gearing up for a lot of holiday work that goes out the door in the middle of Q4 and are still reaping the benefits of newly signed contracts.
Q4 Oct-Dec
Oh shit! We properly staffed the accounts. Now we won’t make our bonuses. Agencies make the most profit by working fewer people to the bone so that management can skim from the top. In come layoffs and freezes. Agencies will often call this “recalibrating to better service our accounts”. You’ll also notice the phrase “We thank our former team members for their contributions and wish them the very best in their future endeavors”. Total lie. They’re only interested in their own survival. And they often block terminated employees from finding gigs within the network. These are the dark days for the industry.

A lot of people quit on Jan 2. They wait until they get their bonus, thie 401k has vested, and two weeks paid time off. Then, if it’s anything like my holding company, it can take weeks to months to even get recruiting to write the job description and post it online. So around March youll see a lot of openings from people who left in th new year. However, if you send your resu,e to agency recruiters in jan and feb, you may happen upon an unlisted opening.
I've had success with interviews in December bc HR was trying to get people in place for january. CD1's explanation makes a lot of sense though. I could be an anomaly. Still, keep your living cheap and work your network. Good luck!
