Bc unlike most other cities, Dallas isn’t a city mainly of transplants, most people here grew up here their entire lives. Just the way it is, same like suburbs outside of other major metro areas.
This hasn’t been my experience, but then again I did grow up in Dallas so 🤷♂️

What level of effort are you looking for? Maybe the expectation is different. I see most of my friends 2-4 times a year.
I moved here 5 years ago and have more friends here than anywhere. FWIW - I think you need to be consistent in fishing the same pond so to speak. For me I like to golf so joined the men's golf association at a public course nearby. I also like craft beer so I kind of consistently went to one place I liked the most at around the same time. Ended up striking up conversations and we now all sit together
Note: I wasn't out on the hunt to make any friends, just wanted a place to golf and get a cold one. Just do what you like and you'll find your people.
Most of my good friends are in other cities or states. I’ve got 3 good friends in Houston, met 2 on fishbowl. One good friend in St. Louis and one good friend in Los Angeles.
But I think finding a hobby is best bet.

A lot of the transplants are in Dallas to start a family/settle down and the locals are pretty ingrained into their own friend groups. There's also a big car culture so it's hard to grab a quick drink or bite to eat.

Dallas is very insular and most people over 25-27 years old don’t live in the city. They are likely married with a home in the suburbs. Dallas has a ton of transplants, but as other people have mentioned, they’re here to start a family or settle down. Most of the transplants I’ve met are from non-core cities in California (like far flung suburbs of LA and Sacramento) or suburbs in the Midwest. People from these areas aren’t really looking to be active in the social scene and meet new people.
It’s the same everywhere, I’d say it’s even easier here. You need to get out of your normal circle and do things, and friends will come. Sometimes it means a lot more efforts on your part at the beginning
