Federal is generally safer just because the govt will typically spend more during a recession and the party currently in power can advance big govt goals

Yes, 2008 was not even felt by firms in the federal space. All the big 4 laid ppl off back then but not a single person was let go from kpmg's fed practice. Anecdotal, I know, but it's why I came here, because I was affected in the last recession and explicitly wanted to avoid that in the future. Uncle Sam's gonna be spending that money regardless, might as well get a piece of it

There were some moves in programs that got cut, like in NASA for example, but generally those folks were able to be retained and moved to other contracts or rebadged to other contractors. Some firms weather those times better than others; for all my complaints about Booz that is one thing we do well. We keep people who want to be here.
Big 4 /ACN is pretty safe across the board during recessions. Minimal layoffs.
Or maybe I was always in a safe dept. rarely ever seen layoffs in cloud.
Government contracts are rarely cancelled early and usually renew optional years. The worst the economy is the more spending increases and there’s a declining volume in the federal workforce to do the actual work.
