No, not necessarily. If they have approval to hire, that should be a good sign. They may have won a new account or have a list of clients that are pretty stable year over year no matter the economy. However, my advice is to look at their hiring/layoff history (Google them for layoff news, check reviews on Glassdoor, etc). Make an informed decision.
Gotta make the cuts before you have to cover Thanksgiving holidays
Particularly if they are publicly held, they have reign in their budgets before the end of the year, projecting and setting budgets for next year. November is a big month for layoffs in many industries during economically challenging times.

Which agencies had more layoffs? I know RPA laid off about 45 people (6% of staff) two weeks ago.
