How is C3A role different from C3B in TCS.

I have been offered role of C3A for 10.5 years experience.

Should I be at C3B or C3A is good as I cannot expect hike or promotions in the coming years after joining.

Is it common to negotiate software engineer salary at smaller companies? I know it’s common at FAANG, but what about for companies with around 200 engineers? When a new type of project comes in and you get assigned as the PM to “figure out” the project plan, how do you go about resource allocation? Sometimes I struggle to know what the team configuration should even be, because we’ve never done said project type before.
