Utilization is definitely your concern as a staff lol not sure what PWC 2 is smoking. Low utilization is indicative of either people not wanting to work with you or you not looking for work. Your utilization should be at least the staff average in order for it to not be held against you.
It can get you a PIP
First year no. Beyond that they would ask you what’s up
Utilization is not your concern as a staff. The managers and staffing person are responsible for keeping you assigned. If you do have a significantly lower utilization than most of your peers however, you should reflect on whether there is a cause for why teams may not want to pick you up. If there is just a lot of availability in your market, but your snapshots are good, you won’t even be on the radar to fire
Might as well start looking for a new job
If you’re at the bottom of your staff class it’s cause for alarm

I went into busy season below 50% last year and finished at 85% after busy season which was above the office average

That is my goal as well, worked out the math, should be fine. Utilization is like GPA, once you meet the minimum, the rest depends on PDs and DPs. Assuming OP is in either audit or tax
PWCs your goals were 80? Staff and senior goals at EY advisory are 95!? And the average end up around in the past two years...
^and this is why Tim Ryan is cracking down every where he can, because pwc’s better work life balance and flexibility has to be offset somehow
Are you looking for work. In our office if your utilization rate is low but you’ve been looking for work and there’s none to give you’re fine... it’s when your utilization rate is low but you do not try to get work or you do and there is work you should be worried.
As someone who has never hit their utilization goal but always received great reviews, I concur with everyone that you really just need to be somewhere near your goal. If you are 20%+ low, you will be on lists that you don’t want to be on and reviews might not save you.
Depends on your level. Staff, not likely. Manager or higher, possibly.
