Can I apply for chase sapphire preferred to take advantage of the 100k points offer after taking it 2 years ago only to cancel it after one year back?

4 years since last bonus

Two things to be aware of:
1) the Chase 5/24 rule — cannot have applied for 5 credit accounts (from any / all providers) in the last 24 months
2) the bonus waiting period - it’s in the fine print of the bonus offer, but generally 24 months for most Chase cards, although I think Sapphire cards may bump it to 48 months (cannot have received the same card bonus offer in last 24 or 48 months)

Anyone deal with this before: I inherited a severely under developed team including a sr analyst who clearly was doing the bare minimum, if that.
