Invited to interview for a PM role at Lending Tree. My first round is 30 mins with the hiring manager ( Director of Product) . Should I be expecting only behavioral questions/experience related questions given the time frame of the interview?

I finished a third round interview, and HR contacted me that afternoon saying I had positive feedback across the board and they would contact me the next day regarding next steps. I recently discovered pay band information given to me by the HR generalist I'm working with on hiring was outdated and updated bands had been released over the summer (prior to my hire date). The outdated information had led me to believe a prime candidate was out of range. Aside from incompetence, can anyone think of a reason why HR might have withheld information about the pay bands? Now I have received another offer from a fintech organization in Berlin, Germany who are providing me 69k Euros as base salary + 5k Euros as RSU and also an on call support of 5k Euros annually + complete relocation assistance package.
