Which one to choose between Optum and Tiger Analytics for Data Scientist position? She is your mom just ask her. Why so formal about a relationship with your mom? She would know her company policy and norms much better than us. General rule is not ask for any non-public information

I wouldn’t even connect w the hiring manager. Have your mom email them directly and cc you. Can make it clear ‘my child is interested in this role and here is their resume. Thx’

I'd just ask her to do an official referral for the role. That way it's transparent and there's no direct or questionable pressure on the hiring manager. Just because there isn't a reporting relationship with the hiring manager, doesn't mean there isn't a conflict of interest.

Hmmm I don’t think there’s anything wrong with that as long as she has no influence, real or perceived, over the hiring manager. My mentor once did the same thing for me and I’ve done it for others and I don’t recall anything unethical coming out of it. The only potential issue that I see is if your mom has influence that could get you hired over others.
I would suggest connect to the hiring manager on LinkedIn and ask for his email I'd
Or else if you are using your mother's referral you can message that while applying to the job or mentioned that in your LinkedIn message/inMail.
