Genuine question - when everyone says that their salary is below ‘market’? How do they know / what data is available? Are there certain reports everyone looks at? Or does it come from interviewing and seeing those ranges?

Recently I applied for the SOC role in IBM. Cleared all the rounds. The HR was offering me 5.7 lpa. I asked for more. HR said she would check and get back. Hasn't replied to my calls since the last 4 days. Should I expect a call?
Current CTC: 4.5 lpa

I have submitted my resignation on Aug11th. I received a mail very next day from HR saying salary willbe put on hold for reliving month and immediate previous month will be put on hold as FNF dues.

I'm the hiring mgr for designers in my org. I recently discovered pay band information given to me by the HR generalist I'm working with on hiring was outdated and updated bands had been released over the summer (prior to my hire date). The outdated information had led me to believe a prime candidate was out of range. Aside from incompetence, can anyone think of a reason why HR might have withheld information about the pay bands?
