I'd say start looking, but for a different reason - is this an environment she wants to stay in. She should still work on improving, but I wouldn't hold my breath especially when her boss is the one saying she makes a lot of mistakes.

Is the road map clear on how to improve? Most importantly is the plan realistic? It's important to have that dialogue with her manager and be really clear about expectations and potential barriers. For example it's not fair if she gets judged on how successful she is at handling 3 people's worth of work. That's BS and I would correct that course immediately. If she's accepted the PiP as is, that's going to be her own fault for not addressing the issues of the plan. It's incredibly important to know how to manage up, or she'll just be managed out.

Don't feel bad at all OP!! Some managers don't give the opportunity for their direct reports to speak up and it can be intimidating especially for those who is still relatively young in their career. It's always ok to follow up, don't be shy to defend yourself.
I have. But it wasn’t easy (supervisor had no success plan, didn’t check in with me, and I had to check in with HR on progress myself), and it’s worth it to look for a new job.
It’s a layoff tactic. There is really no way off it. The goals are unrealistic in the time frame given and the companies goal is that you will cave and quit under pressure so they don’t have to pay out.
