Have an exit interview. Should I report an unethical manager who abused expenses (one of the main reasons I left) to HR, or I should be silent?

Hey guys. I’m looking for some advice on a new promotion to Radiology Supervisor. It’s a great opportunity and I know I will be great in the position. The only problem is I’m worried about the issues it may create. I’m pretty fresh out of school (<2yrs) while my peers have 5-10+ years of experience. I know it’s going to cause some tension, and some may even quit. Any advice on how to navigate the situation?
