Wouldn’t you use Word and print to PDF when it’s done?
Statements: Excel. Footnotes: Word. We save as/print to PDF to put them into a PDF together for review/drafts/issuance.

When we get FS drafts they are generally in excel or word
Think of PDFs as a different way of printing - instead of to paper, saving to a PDF is a way of “locking in” the format, and you can potentially restrict edits to some extent.
While you can potentially open and edit unrestricted PDFs in Word or various PDF editors, you really should be working on files in their native formats then publishing them in PDF format when you need to distribute them to people who won’t be editing them.
