You complain to HR and employee relations
Pro
The last time someone went to HR, nothing happened. In fact, the person who went to HR got targeted (even though that’s not allowed).
I think it's important to confront them head on. Not in an aggressive way, but just say "I'm surprised this is such a big deal. I know I made a mistake but I don't think it warrants such a big reaction" then it's on them to either defend their actions or apologize
Pro
Yeah my dread is that they will blow it even more out of proportion. It’s either confront or ignore it? But not sure if ignoring is the right decision either.
That will make you hyperstressed about ever making a mistake again. I agree that you should try to talk to them about it and come to some kind of agreement and hope it doesn't happen again. If it does over something minor, then you might think about going to HR.

I’m just afraid they will make a bigger deal of it if I call them out. Not a very healthy environment I know… 😵💫
If this is the first time, or happens only occasionally, be the dutiful employee and tell the manager you realize you made a mistake and will be sure to be more careful in the future. If this is a common occurrence, you may want to file a complaint with this person's immediate supervisor. Realize that this action could worsen the situation, so be prepared to leave what could be a very hostile work environment. Some people are just naturally abrasive -- either because they are egotistic or insecure in their position. I hate to let these people get away with being abusive by saying "That's just the way they are," but sometimes the consequences of taking a stand fall on the wrong head.

Yeah I’ve seen people who have gone to HR be labeled as “troublemakers” and I’ve definitely seen retaliation (even though it’s not allowed). Just not sure if I call him out, if I’ll get more of a backlash or if he’ll quiet down.
