Your company’s plan should be online included in a filing with the SEC. Most companies will not allow you to increase your contribution percentage within an offering period after the registration period is closed. So you’ll have to wait until the next offering period. Again, plan specific so you’ll have to see what the plan allows for.

Max your 401k matching first, max your ESPP second, max the rest of your 401k if you’re able third, in that order. Roth401k preferred if available.

Max the ESPP regardless of what you have in your 401k. For those unaware, MSFT matches 50% of your contributions up to the 19.5k limit. This is a guaranteed 10% return on what you put in so max this out.
The window is closed for this quarter ending 12/31. But you can enroll for the following quarter. If you're new it may take a couple weeks to allow you to enroll.
