How would you deal with a situation where you share an office with someone and they are super noisy even after several attempts of asking them to quiet down and it affects your work?

Could someone please suggest how to handle this situation?
My manager (Technology Director) sees me as an emerging thread to his position and stopped sharing details / trying to avoid including me in visible projects etc.,
FYI - His manager is the division head and Managing Director.
