Well I got my answer and it was a NO. They cannot accommodate me so I think I would take on this option and charge it to the department

First I would address it with them which it sounds like you have done several times. Then I would wear noise cancelling headphones so that I couldn't hear them being disruptive. I have a couple coworkers like that and it drives me nuts.

Long story, but we’re fairly certain the individual is using Meth and appears to have started/restarted fairly recently. I work with physicians, so it’s a consensus.
