Why do you care? If she gets caught she will be fired and may even be prosecuted criminally. If she doesn't good on her. How does her doing this stuff cause negative impact to you? It doesn't. If she wasn't you are not going to get a bigger raise or bonus or extra perks. Also how many people do the firms exploit on the daily overworking and under paying? Forget about this and live and enjoy your life? Why are you letting it take valuable real estate in your head?

How do you know things are not work related? I had managers make special exceptions for me to Uber home from networking events in the city. Even on weekends. The same mangers allowed me to expense food multiple times a week for treats and this could be done at my discretion as I wfh. For my level it may appear that I expense more than most. But I also do more than most. Let me just say whenever there is questions about amount or validity someone always reaches out. It’s not like her expenses are just being blindly approved. If she is lying it will be found out. In the meantime I would advise you to myob. Nothing good will come of accusing people without proof. If you are wrong you stand to be branded a Karen. If you are right maybe even still viewed that way. My advice. Get new friends. Or spend sometime with yourself. Worrying about yourself.
Fully agree with you: at my firm Uber was reimbursed if I traveled a distance farther than to the office which was 100% as I lived next to the office. I didn’t owe the car and it was fully legitimate: I wasn’t claiming any mileage reimbursement. As for meals, it is more tricky but again firms policies do allow to expense a lot of meals if you do work overtime.
As an internal auditor 30 years ago, I caught a VP Sales (earning $180k per year in 1994 dollars) padding his expense accounts by $500 to $1,000 each month. It did not end well for him. People do some amazingly stupid things and usually pay the price for their stupidity. Try calling into your firm’s anonymous tip line from a random phone or sending an anonymous note (via U.S. mail so it is untraceable) to your ethics or internal audit group.
If you know an employee is stealing which this sounds like it, you’re ethically bound to report such behavior provided these expenses are against company policy.

20+ years ago we had a regional meeting and they threw up a slide of the top 16 or so people with the largest admin spend (ie expenses charged to the firm). Most were partners but one was a Staff 2 and they were gone by the next week. Perhaps question if a similar report is done for your practice/office etc. and see if the partner-in-charge puts 2 and 2 together…
I know someone who got caught doing this. It eventually came up when the execs were reviewing T&E and wondering why a remote accounting employee had some of the highest spend in the entire company. Had the entire family signed up on the corporate Uber account. Terminated immediately.

Why is everyone saying report it? Maybe bring it to her attention first. If she knows that someone else is aware of what she is doing, this may stop her and possibly save her job.
