As a creative who has worked in both I’d recommend advertising agency first. A lot of PR agencies trying to do both don’t have a resources to properly staff projects so young or Jr AD’s often end up just designing small things versus concepting. The turn arounds in PR are also extremely quick so no CD is really able to sit and help you work through things. At ad agencies your talent will be properly nurtured (or at least more so than PR agency). I’d go to a PR agency once you’re more established and have some good creative under your belt. You’ll also be paid less at a PR agency.

As creative currently in PR, listen to what CD 1 says. Go ad first if you can to learn how things SHOULD work.
PR can be the land of plenty for more senior creatives, but plenty of bullshit too.
