You could use a HELOC and a conditional clause that you’d need to sell your home to buy the one with P&S agreement. However, it’s a tough market, I wouldn’t accept a buyer with that clause if I had clear other options. It might be better to list your place and have a longer closing period to allow time to find something new.

This is not necessarily true. I’ve bought multiple properties in NYS and never had to do this. Might be more common in NYC or Long Island, but certainly not the case for the majority of the state.
Sorry I should have clarified that it is in NYC and including Westchester. Not sure about outside of the metro NYC area. NY is a big state so I’m sure the practice is different in other parts of the state.
