How do you feel about leaving a company shortly after joining?

I've been told by people to not be loyal to companies & I've seen posts in forums where people have talked about leaving workplace 1, at workplace 2 for like 3 weeks, and already interviewing for workplace 3 (and the recruiter for workplace 3 doesn't even know that the person has left workplace 1). That feels a little disingenuous and...bad etiquette maybe? What do you think?

What’s the best way to turn down a 2nd interview? During the 1st interview, I learned that the compensation for the role is not within the range that I am looking for and requires 400 more billable hours a year than what I bill now. I’d basically be laterally for my current salary just to bill 400 more hours. I also wasn’t aware that the local office was strictly ID. Firm website advertises lots of practice areas. Any advice? I can really use some direction. My background, I've worked 2 years in strategy and am currently coming off an exhausting year 2 in investment banking.
