If you don’t have regular medical needs, I would suggest to go for it, you will save on taxes, and bonus if your employer also provides some portion of it (Like mine does $1000 per year) , I am on H1B, i know even if I have to take it out with penalty then also I will be on profit. I max out HSA.

My understanding is you can use HSA tax free even outside US as long as it is for health related expenses. So having it is a great way to save for your family's medical needs

That’s correct. I have reimbursed my Indian dental big ticket invoices using HSA.
