I’ve been recently in processes with multiple rounds, long gaps, and little feedback—even after strong initial interest. Is this just how legal hiring works today, or are there real inefficiencies behind the scenes? And don’t think is there anything we as candidates can do to navigate it better?

I've been a working adult since 2013. I've worked in multiple industries. What you've described is just part of the average applicant's job search, in my opinion. There's nothing the applicant can do to fix it, which is the most frustrating part.
