Let’s say: If there is someone ready for a promotion, how much would it cost to provide him/her with a double promo (wasting one extra slot)?

Looking to move on from current role however bonus/pay review period in 6 months (base jump likely to be around 10%). Is it better to wait to get the bump then negotiate off that for next role or start looking for roles now and accept if can find a jump of 15-20%? (understand that it might be possible to negotiate sign on to compensate for missed bonus). Any generic rule of thumb / insights that have helped ppl? Leaning towards staying until bonus/pay review period at present. Thanks.
