Will my mother's treatment be covered under the insurance? If yes, what's the procedure for the same? What are the documents that I need to submit in order to claim the amount?

To answer your question, most people don’t do this because the opportunity cost is so high vs just investing the money normally.
A significant portion of the early payments goes towards fees and agent commissions, so it takes a very long time before the cash value becomes substantial.
The only reason you hear about this so much is because agents push it so much so they can get their commission. It is mis-marketed and the agents who stand to profit don’t actually explain the downsides.
Whole life returns maybe 5% per year at best, and most of the premiums for the first decade goes to fees, so you don’t even bad build up value.
Compare that to index fund investing which yields on average 9-10% a year.

You need to be super wealthy for it to make sense. It is an elaborate scheme with the goal of avoiding taxes while you are alive and for your heirs. Once it builds up value you can borrow from it without increasing your taxable income.
As others have pointed out, it isn't free but a wealthy family may prefer to pay 15-20% in fees instead of 40% in taxes to the GOV. Especially if they have a huge estate they want to pass on.
As far as wealth level, think in terms of you have a personal accountant and lawyer working for you and your estate will exceed the limits where estate taxes will be a factor (tens of millions of dollars) The rest of us commoners get to dream of that kind of wealth watching QQQ, Nvidia and crypto charts hoping we save our way out of the middle class.
