Your building may require tenants to put down rugs if they are in units above others. Check with your landlord but unless it’s excessive during quiet hours, there’s little you can do. :(

I've always just viewed that as apartment life. There's not much that can be done about it in my opinion. If it's wayyy excessive, you could try taking to the upstairs neighbor, but may or may not be received well.

As a parent and landord, a few adds-- that family probably wishes they had a different setup, too, but not much they can do; except I wonder why the kids aren't in daycare somewhere? Front office could conceivably offer soundproofing or a unit switch at no charge? You could theoretically do some DIY soundproofing, not that I'm saying I would want to either.
