Evaluate materials, including XYZ, in order to effectuate _____. Or .. conduct analysis of XYZ, in order to effectuate ____. Sometimes I like to throw in “Annotate” if I’m highlighting documents.
“Read… MSJ briefing…” “Read letters/emails to/from,” “Analyze Complaint… Answer…” “Case strategy re: impending motion; case strategy re: discovery/production,” “Cross reference and analysis of discovery pleadings… Cross reference and analysis of dispositive motions…” Anytime you’re “reviewing” a file you ought to have some kind of objective. Otherwise don’t bill. Most “file reviews” can be reframed with wording that highlights the objective. Are you reviewing for a meeting? “Prep for meeting with client” “Prep for meeting with opposing counsel.” Are you reviewing the file to refresh memory before sending an email about the case? “Compose email and cross reference with case file.” Etc.
Love the cross reference with case file usage.
We do something like “review file to generate strategy” or something like that to show the purpose for each activity. 🤷🏻♂️
I’d agree docketing should be billable, but a word of caution. If your client agreement says you can’t bill for it, don’t slap a fake description on and bill anyway.

Review substance of X (document, etc) for the purpose of preparing X or in preparation for X (client call, etc)

It’s all in your wording. As a litigation legal assistant for many years in BIGLAW supporting billing partners, I’ve seen time written off or down because the entry was too generic, or redundant. The client wants to know WHY you’re analyzing documents in the file. Specific issues, facts, etc.
Yea you generally can’t bill for scheduling for docket stuff but you can also just dress up the wording:
Prepare litigation strategy re new trial date
Prepare law and motion strategy re dispositive issues
Prepare discovery strategy re xyz issue
Develop discovery plan through trial
Develop litigation strategy for next 90 days, including deposition, motion, and expert deadlines
Do xyz to identify evidence in support of x and note file

If you are doing something that adds value, then describe the value adding task. Otherwise, I'm not really understanding why you are reviewing the file and why you think its billable.
