The state in which you wish to practice

I agree that it really doesn’t matter. You should ultimately take the exam in the state in which you intend to be working as a CPA. The exam is uniform.
That said, if you are dead set upon choosing one of the states you listed, I’d make the decision based upon (1) the college credit hours required to sit for the exam and get the CPA license and (2) the work experience requirement in that state. But above all, if you’re not located/working in your state of CPA licensure, I would look up the requirements for a reciprocal CPA license in the state where you actually plan on working. For a reciprocal license, some states pretty much require you to meet the same standards as getting an initial license in that state.
I have these options to choose from because they accept Chartered Accountancy from foreign countries toward examination requirements

If that’s the issue, I would focus on reciprocity as STA mentioned in their earlier comment. A CPA license won’t do you much if you can’t actually practice in the state you work in.
State kinda does matter cause some require 150 credits while others require 120

I did it through Alaska! Then transferred to my state once all my exams were passed.
Double check what the transfer process is. Some states have tricky processes
