I’ve actually been on her side of the fence. My boss didn’t exactly put me on pip, although I was almost there, but just kept giving me guidance. I am the one who needed to change and I did. But it’s just the tools you give the person to improve and them wanting to get better. If they don’t, then it’s just not a good mix.
Have you been extremely clear that if they don't improve, that will jeopardize their job and you may need to fire them? Give them one more extremely clear explanation if not but if yes then you can't want it more than they do

You can’t make them want to improve, and exiting them may become your best choice. They may even want that for the severance/unemployment if they’re not liking the job.
Keeping an underperforming staff member around is demoralizing to others as they pick up the slack. You run the risk of being perceived as playing favorites/coddling those who either cannot or will not do their job.
