First and foremost you need a story for why did you stay at your last firm at 12LPA. Get some reasonable cause to deliver the timeline. Now, sir, you get your first offer at whatever pay you are getting but ask for 100% raise. Even if you get 20, take that for now. Then, dive in the market and start hunting like a shark. Leave no stones unturned. I am asking you to apply for 100+ positions. At least get 10+ interview calls, and get yourself market corrected.
With your skill set, you should be fine with anywhere close to 30. Godspeed mate.

As far as I know, 25lpa+ is the starting point of manager's bracket in EY.
Going by same equation, I would suggest please ask for 28-30LPA fixed.

Under paid yes but no worries only a couple of offers will get you market correction.

EY GDS pays around 30+ LPA for managers, I think it should be on the similar line for PwC
Starting band for Manager is around 25L. That usually comes with minimum 6 YoE. I would suggest have a detailed conversation and negotiate for nothing less than 27 fixed.
Ask for 100% that's the minimum you deserve.
Ideally you should be having a package of 22-23lpa. So in order for that to happen, maybe start the negotiations from 27-29.

You are slightly underpaid for HR Ops and staffing domain. At 15 yrs you can settle somewhere at 20 lakhs. Start with 22-23 lakhs.

My friends works as a Manager 1 at PwC AC in Bangalore and getting 21LPA fixed with 5 years of work experience. He joined recently in the month of April
For your experience ideally you should be getting 30LPA but if offer comes anywhere between 25LPA to 30LPA is acceptable offer.

Non client facing roles are generally paid lower in most service based companies. You should ask for 100% hike and settle for somewhere near 20 LPA.
Ask for 24 LPA fixed ctc , they will negotiate and settle for 22-20 LPA. Insist variable should not be included in Fixed , just in case if they are adding it up together. Switch the firm in 1-2 years and then go for 30-34 LPA
I would expect the organization to offer 20 lac without hesitation. To get more, will depend on your negotiation.

But my question how you are managing till now? Why don't you tried anywhere? I think you lost 5yr with no growth. Try immediately shift to 60-70 % what ever you get. But try 100% hike
