Why does HR always ask to have an official application submitted after an interview?

I found a company I was really excited about working at. I applied for the job and went through 5 rounds of interviews. At the end they said I was OVER qualified and they want me for a different position higher up in the company. I was super excited they then had me go through 5 more rounds, 3/5 people were the same. The interviews mostly went "didn't you get the job, I highly recommend you? I'll just put you down as a 10". After those were done they told me I was UNDER qualified. Can't win!

I started interviewing early Oct with a company that reached out via recruiter. The hiring manager was very straight forward with me that I was his top candidate and I was told all other interviews were very positive incl CMO. The recruiter said they'd be making an offer but it's now been three weeks. Anyone else had the process drag on like this? Meanwhile I'm taking other interviews and was offered a promotion at current company, but was very interested in this one. What would you do?

I have a unique challenge right now in my class. We have found if we wipe the table down with multiple kinds of cleaner in soap and let it dry well that it will stick better but this is a huge time consumer as we transition between classes.

I'm reading this book on boundaries. In the work section it says I should tell my boss that I can't work after 5 PM. Knowing that advertising work commonly goes past 5 PM...would my job be in danger if I said that?
