Why do you want less than 40 hrs? As kid gets older and more mobile and needy getting any work done while they are awake is hard
We had an 11 month old at the beginning of the pandemic. It was completely unmanageable this past year and we finally caved and sent him to daycare. He has been going since August ‘20 and we are thankful for it each day. Costs us $2,300 and is worth every penny. Once they get mobile, it’ll be nearly impossible to work and watch them at the same time.

Nanny share with another family so between you two you can get to 40
Try Au Pair.
Cheapest solution is you or your spouse take a leave from your job to take care of the kid, or rely on parents, grandparents, etc.
Obviously these options don't work for everyone though
EY1 sounds like child labor with extra steps
