C1: you'd wear uggs in the office?!
Hunter boots or uggs
Nine West had these military like leather boots that lasted me 3 Chicago/Boston/New York winters. They're pretty fashionable but had the rubber sole so it was very water proof and great with a thick sock
Boots with as low and thick a heel as you think is attractive. They make some pretty comfortable and fashionable ones these days.
Agree with A1 and P1, but any specific suggestions?

I picked up some Stuart Weitzman boots made of Gore-tex from 6pm.com.
If you're in NYC, there is this shoe store called Diane B and they make great boots that are stylish and office appropriate. Their stuff might not seem appealing at first, but if you try the boots on, you'll see that they're good. They're very comfy and they'll stretch them (or whatever else you need) for you. Highly recommend. This is such a tough nut to crack. Great question.
