That sounds odd to me too, unless it’s hospital level burns or something. Even then, the skin renews itself.
Have you tried a simple lip scrub? How long has it been there?

I’m not a dermatologist by any means, so I’d recommend a second opinion just in case.
I have had healed but discolored scars (scraped knee, etc) that were slowly healing over time, but I noticed when I get a good summer tan (not a burn) it helps accelerate the healing, ironically. A friend agreed with me on this too. Idk if that would help you though if it’s still raw and not really a scar. Sorry!
Yes so painful! Vaseline or Aquaphor is a life saver and will help it heal. Before applying it, find a lip balm with SPF in it to continue to protect your lips while it heals - I like the Supergoop balm which I get from Amazon or BlueMercury.
Don’t try any scrubs or anything abrasive until it’s actually healed.
