I don't believe it's a violation of U.S. tax law, but an issue with specific projects and data concerns for Deloitte. Correct me if I'm wrong. If there are any tax laws that one would violate, I'm interesting in finding out what those laws are.
I have more years of direct experience with international tax situations than you probably have consulting experience. There’s a difference in final tax liability for an individual, and what triggers a tax event that requires the firm to act. You’re overlooking that, at a minimum.

Yeah you can do it but why waste your time in Cancún working? Just take pto you’re allowed to go negative and it’s normal to do so if you’re new to the firm. That said, I worked from Playa del Carmen for over a month last year and know several others who have done the same. I also did a couple Mexico trips pre pandemic for a couple long weekends for alt travel booking through Deloitte’s travel portal. Deloitte at least does not care so long as you send emergency contact info etc to the internal team that handles international travel. They will just email you travel advisories etc. You’re not supposed to be actually working / charging time overseas for tax reasons but if you just make sure to charge time to your home town and not to Mexico no one will care. You can also clear it with your project pmd. They aren’t going to mind (as long as you aren’t gps)

I found out by Monday that one of my team members logged in from Mexico on Friday. One time thing, maybe kind of mistake. But still had to use PTO since we can bill for time outside us.
