Do you bill for travel time? For example, if I have to drive three hours away to get to where I need to be for a client, would that be considered billable time?

Can someone explain how billable hours work? At a new agency and although I had to fill timesheets at my previous agencies, they were mainly used to ensure we weren’t over servicing a client/for setting the appropriate retainer for contract renewals. I am a new (lateral) associate at a small firm where everyone currently works from the office. When I started, I wasn’t told specific firm hours. I’ve tried to figure out when to come and go based upon when the partners arrive and leave, but their schedules are very inconsistent. The other associates don’t have helpful guidance for me. I'm a third year plaintiff's employment law attorney and I'm looking to move to defense, preferably still in employment law. I received an offer from a midsize firm that primarily focuses on PI with little-to-no employment law practice, so I'll have a bit of a learning curve. Offer is $90k, billable hours of 2100. Is this reasonable? I'm dead-set on leaving my current job, and this would be a $20k pay increase - which makes me believe I'm leaning towards taking it for those reasons only.

Advice Request: Started my career litigating. Switched to niche transactions (so about half and half at this point). Halfway through a year long sabbatical and reevaluating what I want to do (left before jumping to Senior associate).
