PwC has provisionally cleared me to join the firm first week of Jan. What does this mean? Can I start working with them even if the background check is still running in parallel? Can I quit my current job and expect everything to be cool? They said it's taking them longer to verify education and previous employment. Both of which are international.

Yeah. It's not always the same. It can get confusing.
It's definitely not the same - it could be about prior experience, how they sold themselves etc. Worth bringing up to management when you have a chance though if you believe you are being underpaid
Most companies have a range they are willing to pay and that range can be quite large, e.g. $80k to $120K. You also have geographical differences for high cost of living areas. And, a lot depends on how well you negotiate when you get hired.
So, yes, someone with less experience, lives in Dallas, and who didn't negotiate their salary might make 50% what someone who is experienced, in the Bay Area, and who is a good negotiator is paid for the same job/responsibilities.
Yep!
It absolutely happens
