You could be stuck with others keeping perceptions from before. This can happen irrespective of ADHD, even if the reasons here do tie to ADHD.
As part of any promotion process, you should be proactively understanding what stakeholders will say about you and the extent to which they will speak up and advocate for you. Have some conversations and try to understand whether they will push for you to get promoted or not this time. It’s ok to respectfully correct misperceptions and ask for examples of where that has still applied in the current vs prior year. I had a similar issue to this once earlier in my career, and this effort not only helped me correct a couple of things, it made me appear to be proactive and motivated and positioned me better.
If you don’t get promoted, even if you’re somehow deemed to still have issues, walk.
The fact that you’ve rarely worked with them is probably the reason. They wouldn’t have seen the changes, and therefore just restate their old perceptions. This shouldn’t happen with an annual performance cycle being reviewed but it does all the time. Might also make sense to loop in your coach so they can confront those comments head on in a roundtable. Good luck!
Day to day/work and 2) feedback that I can take even if promoted and improve at that level. I have always ran my own projects with very little support from anyone above regardless of the type of project and i generate plenty of work (also some of my clients refer to me as a manager and colleagues I recently worked with also think I operate at that level .. really not sure what to do other than put my foot down or walk as it’s putting a sour taste in my mouth. Anyone deal with this before?
I unfortunately don't have anything helpful to add and it sounds like a frustrating situation, but was wondering if you can elaborate on the feedback re: lack of interest if you're comfortable sharing. I received similar feedback (don't have a diagnosis) but have been relating to a lot that I've read here. Happy to DM too.

Your feedback could be because of adhd as people with adhd are typically driven by the following:
Interest
Competition
Novelty
Urgency
Rather than importance, priority or even reward . It never ever hurts to talk to a psychiatrist - just reflect on what symptoms you may have and also whether or not they impact multiple areas of your life I.e. work, school, relationships, home, etc. it may or may not be ADHD or some other neurological thing :)
