I'd say go for it. Why not? Also, I definitely agree about women tending to shy away from roles that they don't feel they are 100% qualified for. As a female, I've experienced this personally and it's something I've had to work hard to overcome. Know your worth and go for it!
No harm in applying, but a Director usually manages people that manage people, so you're looking for a two step in a people manager role. You mau want to look for HR Manager role also. Not a HRM that is technically an IC, but one with direct reports.
Have you done project work where you were the lead? For example while I currently do not have any direct reports I am leading a workstream with a large project team. I consider that people leadership.

I've read that as well. I think this boils down to your confidence in your abilities to manage a team. If you think you can do it, apply. But start reading up on managing a team because it's not something you can just wing and do a good job
I would DEFINITELY go for it. Although you just train other it shows you have the skill set and ability to apply those skills even though there is no current team in place - yet. Good Luck!
