Don’t rush it, see the money first
If you have other jobs in the pipeline, you can use this offer as a negotiation to get them to bump your salary.
If you know there's no way you're within a couple weeks of an offer somewhere else, and you know you won't accept this one under any circumstances, then that's a different story.
Don't rush. The recruiter literally gets paid to communicate the offer and wait for your response.
This is also a great time to practice your offer negotiation skills with no worries at stake.
Don't negotiate the offer if you aren't going to take it though
If your not interested in the position why would you wait for the written offer? If you don’t already know the salary at this point then I guess wait and see the offer, but its kind of a waste of your time and their time if you know you are going to say no

No, the sooner the better.
Don't mislead people.
I would just tell them upfront if you are not taking the offer. why make them go through the work if you are not going to take the offer?
Because it’s a better strategy, from a purely personal point of view. Can use to get a counter offer. Can practice offer negotiation w/o any pressure, and hey, they may change their mind, as well
