How strongly is the utilization enforced for Tier 1 and 2 ratings and other factors that can be considered to overcome marginally low utilization?

But only people who know they can’t get into a top program go out of their way to badmouth the MBA.

If you see several ways to improve a Team when you join, should you 1) Do it slowly over a free months so it doesn’t look like you did really good in the beginning then stopped 2) Wait until you are more involved so people don’t think you just joined and can do all these changes
