Probably not a recruiter trying to hire you, they are interested in how much people earn in different roles and companies, to build a database.
Probably just a recon call. Shadier recruiters that don’t want to pay for actual data aggregated by companies will sometimes cold call to get a pulse on what competitors are paying their staff.
Either as a way to target snipe talent or just figure out what they need to budget for similar roles. Not the most ethical route but it does happen.
As a note: Don’t be stupid. Don’t reveal what you’re making now to any recruiter. It’s irrelevant and puts you on the back foot in negotiations. All that matters is the range you’re seeking and what their budget is.

I think that its not legal to ask you about your current salary, so its not normal, but is good to know that kind of company that it is.
I’ve noticed since the tech layoff in 2024 recruiters sometime have like productivity calls since no one is really hiring and they need to show that’s some type of work is being done so they call and tell you about all possibilities but no true vacancy or proposition in all actuality. I always start with: do you actually have a vacant position and a working relationship with the hiring manager within the past two weeks and I need a Yes for both answers before the conversation can continue.
You can always tell them your expected salary as your current salary .so-they know you will go no lower than that .

In India it is mandatory.

Sounds like the recruiter is desperate to keep their job because they suck and don’t want to improve their performance.
I had a similar situation but instead of salary, they tried to sell how high their expectations were (to discourage my application imho) and when I told them that my minimum expectations at the current place was much higher and I was achieving my metrics, they told me they didn’t believe me and told to me reapply if I wanted another interview.
It was weird and I didn’t reapply. Got to watch yourself out here. Lot of scammers at legitimate companies.
Reframe it... it's anti-DEI because DEI stands for exclusion, not inclusion, if it was really about events, planning and growth then fine frame it that way instead but yes, DEI, would be a red flag no matter what people tell you

I be more restrictive those days. If they call from India with their strong Indian accent I thank them and tell them I don’t work with Recruiters from India. If a US Recruiter outsourced their jobs it is a red flag for me.
They 100% require one up front us they say so. And you can’t get one without a job that sponsors you for it. It’s a catch/22 and why once do many people get into that market, they stay in those jobs to not lose the clearance.
