Got messaged by a C3 . ai recruiter. Read that wlb is bad and that the interview process is absurdly long, but the Glassdoor reviews are 4.2 and can't find actual hours worked posted by anyone. How's the culture really? I'd be aiming for DS consulting, something more functional but with DS/ML concepts as my differentiator.

Yes, DE can get opportunities in tech companies.
Google, FB, Amazon,Apple are all hiring DE
But they expect you have real coding experience not like "I know it is possible to build an ETL just with Python and Airflow"
They expect you know how to do it yourself. And don't be fooled: they know how to and will test you on that. Many skilled consultants believe they can talk through every problem, this you can't, you will need real experience.
On top of the experience, you need to be acquainted to some concepts...
Do you know how to query data with SQL, can you use window functions for specific problems? Do you know how to flat out a list? How to interpret a json file, how to build functions, why you need a class? Do you know about data modeling? What's the difference between 1NF, 2NF, 3NF? Do you know what ACID stands for? Why use a star scheme instead of a snowflake? Why should you use a Data warehouse, when to use MongoDB or other non-sql database. Can you use SQL based query on non-SQL databases?
If you struggle to answer those questions, you are far away from being a Data engineer.
You get a lot of competition from people who want to be Software Engineer but struggle in the SWE hiring process, because DE interview is not thar hard on Data structures and algorithms.
I transitioned from a 8 years experience at Big 4 to a tech role at IBM.
It took me hundreds of hours in online courses and a Data Science masters. I could do without the Master, but it would be more difficult
If DEs tend to decline wouldn’t there still be opportunity in salary increases by jumping into management / product?
See if you can land a role in Capital One Developer Academy. It used to be limited to just new grads but we recently expanded it:
