The best thing to do is to show the benefits that could be obtained by making the changes you propose, I don't think there is a better way to do it courteously.
As an operations manager, you depend directly on your team, so I invite you to present your idea to the whole team and be open to modifications that they propose to optimize your plan, do not try to convince people with a single idea, have a general idea.
There is no courteous way to force someone to do something, I think that you are already starting off badly.
You should not assert your authority, if they do not directly support your changes it is because there are things they do not agree with or things they do not know about your ideas, sit down with your team in an open chat explain your position, and wait for their comments.
Many people are not open to changes, either because of comfort, fear, or because they do not agree with your changes, so the best way to make your authority feel in many cases is by going over people if you are completely sure that what you propose is going to be essential to improve, do it, if not, no.
When you have to take a position of authority to change things, it is difficult to achieve something positive like this, because the same people that you will place your authority on are the same people who have to help your ideas achieve the desired objective, I do not recommend step over anyone.
