I work at a WPP agency. Interviewed at a diff. WPP agency that says they want to hire me but can’t until my HR says I can interview at other network agencies. Risky? Will I be the next lay off?

I have an interview for an in house position (only attorney) at a small non-profit focused on conservation easements. I am a transactional associate at a mid sized law firm. The prospect of freedom from the billable hour and contributing to meaningful work are the draws. The cons are that while the salary at the non-profit would only be slightly less than what I am making now, pay increases and opportunities for advancement will be much less than where I am now. Thoughts on making the shift?

I relocated with my family to Ireland recently, one month ago, and while I got a lot of screening calls with recruiters, I did not hear back from any of them after our interview. I am still on the process of getting my work permit and I am very clear about this during the interviews, but I suspect that this is the reason why I am not getting any call back. I spoke with a recruiter recently about a position in her company and before we even began talking about the job, she asked if I needed an sponsorship, I told her no, I dont need one. But she continued to press on the subject until I had to tell her I was a US citizen. I dont know why, but the whole conversation made me extremely uncomfortable. So my question is, can recruiters ask you about your visa/immigration status even when I told her I didnt need a sponsorship??
