In my experience a “maximum” salary is completely fake and arbitrary. They can do whatever they want lol
It really depends on the organization. On the client side, the answer is often yes, you would have to move level in order to be eligible for more money, assuming you’re at the top end of your bracket.
Agencies, depending on their financial position and their holding company might not have hard limits, per se, but they may have to seek corporate approval for raises over certain amounts or if your comp would put you out of the advised range. In that case, they might present it as a limit if they don’t want to do the legwork of getting it approved.
But, the better way to think about this is: never go into a negotiation thinking of an artificial limit. Think about your worth to the organization and what fair compensation for that is. If the organization wants you badly enough and agrees with you, then the details will sort themselves out
In short, no. But at public and big companies there are stricter guidelines as mentioned above. Private/independent shops can do whatever they want about any and all compensation or benefits. Everything is negotiable. You just have to be creative about it. Bigger bonus, additional vacation week, free exclusive memberships, paid training you want. All sorts of stuff.

No one has to promote you ever.
They don’t have to do anything, but I think they would want to promote you, unless you’re more of a creative asset and less mgmt material. There is overlap among bands. If you’re at the max and of an acd band, you’re salary most likely already crosses over into the next position.
