I'm non compliant on CPE by a lot, when is the cutoff date to become current? June 30 or is it the same time that utilization is cut off?

First year Analyst here. (6mo, consulting) Does anyone know what is the criterion to be a high/low performer in terms of utilization %, scatterplots and other applicable metrics?
