If your company doesn’t payout PTO, which I think is illegal in certain states, then taking PTO is only logical. But I recommend getting it paid out and help with the transition out. And 2 weeks notice is old school thinking. Most companies are at will and you can leave anytime and they can fire you at any time. I recommend informing your employer once you accept a new job and plan a start date to effectively transition the work. Burning bridges by just leaving out is not good.
The option to cash in PTO varies by company, and I'm guessing the "use it or lose it" option is becoming more common. There are some states that require companies to pay out PTO upon separation. It seems that a lot of places now just tell people to leave when they give notice, for various security and policy reasons. So I guess in those cases people would cash in their time, assuming the company had that policy.
Yep, I’ve cashed out from a couple companies. Once I put in my two weeks they usually want you to stay and wrap up projects.

I would get it paid out if possible. Depending on your position, those last two weeks might be very important to keep a good relationship with you company.
