Interviewing for a director role in industry, but worried about Covid’s impact. What’s appropriate language to use to ask if my role would be on the chopping block if the company does layoffs?

According to the new Wage Rules, are companies giving Basic Salary as 50% of fixed Pay? Should we ask HR of our current company or the next company to actually do the same? Or the rule isn't a mandate and it's upon companies to follow it ?

So back in July I went out for a new position at my small company that was rapidly expanding (Account Manager). Was notified that I didn't get the full promotion but was told instead that I was still moving up and was going to be Customer Service/Account Manager Support. The new Account Manager had no customer service experience within our niche industry. I instead had to help help him with all customer service issues.
